Arturo Betancourt, M.D., F.A.C.S. is the Medical Director & President of the Baltimore Washington Eye Center in Glen Burnie & Clarksville Maryland where he provides examination, consultation and treatment of dry eyes and dry eye syndrome in Baltimore.. Dr. Betancourt received his Medical Degree with Honors at the University of Puerto Rico and completed his Residency in Ophthalmology at the Walter Reed Medical Center in Washington, D.C. In addition Dr. Betancourt served as a Flight Surgeon in the Middle East and Attending Eye Surgeon at William Beaumont Army Medical Center. Dr. Betancourt has been providing medical, laser and surgical eye care in Baltimore, including helping patients with dry eye problems, in the greater Baltimore area for over 20 years. Dr. Betancourt is an Assistant Clinical Professor of Ophthalmology at the University of Maryland and at Uniformed Services, University of Health Sciences. He is a Diplomate of the American Board of Ophthalmology and the American College of Surgeons as well as a member of the American Society of Cataract and Refractive Surgery and the Medical and Chirurgical Faculty of Maryland.

Brad Spagnolo, M.D. is a Board Certified Ophthalmologist and Cornea Specialist at the Baltimore Washington Eye Center in Glen Burnie & Clarksville Maryland where he provides diagnosis and treatment of dry eyes and dry eye syndrome. Dr. Spagnolo received his Medical Degree at the Temple University School of Medicine and completed his Residency in Ophthalmology at the George Washington Medical Center in Washington, D.C. In addition, prior to coming to Baltimore and joining Baltimore Washington Eye Center, Dr. Spagnolo completed a Fellowship in Corneal Disease at the Kresge Eye Institute in Detroit, Michigan where he gained significant experience and expertise in the ocular surface disease such as dry eye.

Dr. Shari Strier is the Director of Clinical Services at Baltimore Washington Eye Center. She received her undergraduate degree with honors from Tulane University and earned her Doctor of Optometry degree from the State University of New York College of Optometry – where she graduated first in her class.Dr. Strier completed her Residency at the Veterans Administration Medical Center in Baltimore. There, she obtained extensive experience in the diagnosis and therapeutic management of ocular diseases, pre- and post-operative management of cataract, glaucoma, retinal surgeries and diagnosis and treatment of dry eyes. At, Baltimore Washington Eye Center, Dr. Strier’s clinical responsibilities have include routine eye care for patients of all ages, evaluation and management of chronic and acute eye diseases (including diabetic eye disease, macular degeneration, dry eyes and glaucoma), and fitting of routine and specialty contact lenses.A premier optometrist in the Baltimore region, Dr. Shari Strier is a member of the American Optometric Association and has Fellowship with the American Academy of Optometry. She has also been appointed by the Governor of Maryland to sit on the Quality Enhancement and Insurance Committee for the Board of Examiners in Optometry.
